When exporting in IFC 4.x format, the program saves the location set in the project's BIM parameters to the IFC file, so when using another IFC 4 compatible design program, the project contains the geolocation and can place it in the drawing area accordingly.

How can the user choose to export the geolocation as a survey point or a project base point?
Check the "Apply Coordinate System Worldwide" checkbox in the dialog. It means that IFC file is exported with the IfcProjectedCRS and IfcMapConversion nodes that describe the georeference. When this checkbox is unchecked it means the IFC file is exported only with project coordinates.
